(1) In case of violation of human rights or aggravation thereof, the victim himself or someone on his behalf may file a complaint before the Commission as prescribed.
(2) If a complaint is received in accordance with sub-section (1), the Commission shall register such complaint in the prescribed registration book and give a copy thereof to the complainant.
(3) If someone informs the commission orally or through any other means regarding the violation of human rights or its incitement, the commission shall record such information and register it in the register book as per sub-section (2).
(4) Regardless of what is written in the prevailing law, no fee shall be charged for filing a complaint as per sub-section (1) or informing as per sub-section (3).
